moratorium on new guides

Found this interesting. I'm amazed to find that there's over 300 guides working one river.

Thats a good start, they have my support and vote. This is needed on many of NAs mier fisheries IMHO.

300 guides is way too many placing daily pressure during the peak king salmon runs.
