Question Hold-Over or Hold-ON

Saw several stripes ~14" caught this afternoon. I was poking around for for trout and had to run a couple errands. The 5 wt wasn't up to the task of casting into the wind so none for me but it was nice to see them. Fiesty little guys that looked like they put up a good fight, really bright too. These were not mud suckers but I don't think they are the first wave of the migration either.

A river in Wareham, on the end of the incoming. The guy there was hooking up on every cast for about 45 minutes. A jig worked very quickly seemed to do the trick for him, not bottom bouncing. The herring are in there pretty good too.
