Dear CCA Massachusetts Members:

This*ACTION ALERT was originally distributed by CCA-CT. They need our support for their
efforts to protest*a recent law suit filed by the state of Connecticut
challenging the constitutional validity of the Magnuson-Stevens Act and the
Atlantic Coastal Fisheries Cooperative Management Act. CCA nationally opposes this law suit!
*
Please see the message below from CCA CT along with a sample letter and contact information.
*
This is an important and potentially precedent setting lawsuit that*all recreational fishermen along our coast and CCA-MA should be aware of. Please show your support for CCA CT. Thanks for your help.

You are aware by now that the State of CT is suing federal fishery
regulators claiming laws and quotas governing the industry are
unconstitutional and discriminates against Connecticut's commercial
fishermen.

It is important that we speak out against this action by Richard
Blumenthal. If successful, the suit has the potential to destroy the
entire fishery management system. Whether successful or not, it is
likely to seriously diminish Connecticut's influence within the ASMFC.

Attached you will find an example of a letter that can be forwarded to
Mr. Blumenthal. Please get involved. It will take but five minutes out
of your day to address this serious issue. We must make this man aware
that he is way out of line with this action and that he has no support
in the recreational fishing community.**

Faxes can be sent to: 860-808-5387
e-mails to* <atty.general@po.state.ct.us>
Mr. Blumenthal can be reached by phone at 860-808-5318

Copies may be sent to CT Governor John G. Rowland at Room 202, State
Capitol, Hartford, CT 06106. Telephone 860-566-4840*****

(SAMPLE LETTER/EMAIL/FAX)

August*??, 2000

Richard Blumenthal, Attorney General
State of Connecticut
55 Elm Street
Hartford, CT 06106

Dear Mr. Blumenthal:*

As a concerned recreational angler I write to protest the recent law
suit filed by the State of Connecticut challenging the constitutional
validity of the Magnuson-Stevens Act and the Atlantic Coastal Fisheries
Cooperative Management Act.

These two acts operate in concert to provide an essential system for the
management of coastal species such as summer flounder. The Connecticut
suit threatens to tear down this entire management system to satisfy a
very small minority of commercial fishermen.* In addition, whether
successful or not, the suit is also likely to seriously limit
Connecticut's influence within the Atlantic States Marine Fisheries
Commission which plays a central role in managing summer flounder as
well as other species that are important to all of Connecticut's salt
water anglers. Consequently, the suit puts at risk Connecticut's
recreational fisheries in favor of a commercial fishery whose
contribution to the state's economy is dwarfed by that of the
recreational fishery.

Summer flounder stocks are rebuilding primarily because of measures
enacted under the Magnuson-Stevens Act and The Atlantic Coastal
Fisheries Cooperative Management Act.
The current system is effective. To ensure adequate stocks of summer
flounder and other species for future generations of both recreational
and commercial fishermen, it is vital that we err on the side of
conservation. The resource must come first.

Respectfully,
*
