Smile Newbie: What rod/reel to get?trout,creek,$250

Hi. I'm a newbie to flyfishing..just went once with my friend to a creek near Sacramento California and would like you folk's suggestion of rod/reel.
I've been fishing Saltwater and freshwater(Bass) but only tried fly fishing once.

Budget around $200 or maybe $300.
Fishing for trout mainly.
Where around San Fran...(2-4 hrs from SF) 4 hrs would be Lake Tahoe.
2 hrs would be Sacramento.
Rod recommendation, reel recommendation, wader recommendation.
8ft 5weight seems good according to what I read on the forum???
Any online store or bay area recommendation of flyshop?
