Andrew,

I live in Mount Vernon so I fish the Samish a few times each year because I can be on it in 15 minutes, instead of the 30 minutes or more it takes to get upriver on the Skagit. I have caught steelhead on the Orange Heron, Sol Duc Spey, Walt Johnson's Deep Purple Spey, Sol Duc Dark, Walt Johnson's Red Shrimp, The Ghost, General Practitioner, and Ally's Shrimp. Truthfully, any of the standard winter steelhead flies work on the Samish. Just keep in mind that since it is a smallish stream, the really large flies are less useful than #2's.
