How do these rods throw? How heavy a fly in no wind ?...how far? Would a 1 weight be better for panfish? Is there much difference between a 00 and a 1 weight? This will be my main Christmas gift from my wife. Thank you.
I haven't fished with the TXL, but I own a couple of SPLs in 2 and 3wt. I also have an Orvis 1wt and a few 2wts and a few 3wts, so I have some ideas about ultralight rods. I should say ultralite lines.
I know that your question was specific to the TXL, but really the line (taper and weight) determines what you can cast (how heavy, fluffy, far, quiet, into what kind of wind etc.). A 00 and a 1wt are really best suited for fishing very small flys in windless conditions short distances where a quiet presentation is most important. I think that they are also a novelty and that has some fishing value, but a two weight, and even a three would probably do as well or better under all circumstances. I don't think that a 00wt line would be very good for casting a #12 bead head.
While the 00 might be the "lightest" rod (or line rating), a fiber glass three weight might be every bit as sporty as the 00wt, and cast the heavier fly better too.
Having said that, I don't seee why you couldn't fish for pan fish with a 00wt. rod.

i have a 0 wt TXL. i use it for light trout on calm days for delicate presentation of very small (18-28) dry flies (midges) and nymphs. it's a bit of work on nymphs because the rod is only 7'9". it's a beauty for the dry flies though. i also use it for pan fish but not with poppers. the rod has surprising backbone and will throw those small flies quite a distance. i've landed 14" trout with the only problem being the 7x or 8x tippet's lack of strength or my lack of ability or both. but, the rod can handle it. i'd be somewhat shy about a #12 fly though.
I had some guests up in alasaka this summer who were insistent on catching silvers on their 00 wts. They did. They were throwing a size 8 streamer on those rods. Mind you - the casting wasnt pretty.........but they got out enough to catch silvers. Talk about a sight to break up the usual guiding days events....
Later on in the week the guides went out, after their normal few bottles of wine....and were having distance competitions with the 00wts. Again, not pretty.....but they will cast a fair amount of line. I surely wouldnt want to try and fish one in the wind though......there just isnt enough mass there to do much
Disclaimer: I am not advocating that one should use a 00wt fly rod to catch Coho salmon.
I want to throw a number 12 beadhead because that not only will catch the panfish but ive had small bass take that fly also and that would be really fun on the ultralight.
my advice, go for an old bamboo rod or a glass fiber rod (or sage LL/VPS Lt) in the #3 you will have fun with those rods too, and wont cost as much. and you will be able to cast a decent fly
anyhow, good luck in your quest
one really good advice : buy the Cortland 444 classic Sylk line for your light line rod, it is THE best line (after the real silk lines) for the most subtile presentations, have a look at em in your tackleshop or on the cortland website
