I received the very same e mail from "paypal" last month and reported it to Paypal fraud on their site. They got back to me and assured me they would investigate this e mail and impose the strictest penalty on them. You will know the e mail from "paypal" is not secure if the web address does NOT have an "s" in back of the http. In other words, the authentic Paypal address should read: https://www.paypal.com. Without that "s", you will know it's fradulent. Just to be sure, I wrote it down so I'd remember. Do not respond if the address is not correct. Hope this helps.
