I'm not confident of my understanding of "fmsy", I believe it is fishing at maximum sustainable yeild. Can someone please straighten me out ?
Anyway, if it does mean maximum sustainable yeild I think we are headed for trouble if that is a target. Perhaps it should be lower than fmsy.
I feel the fishing mortality should be balanced on all age groups.
I believe the states should have flexibility as long as they are in compliance with the FMP.
I believe in the rest of issue one as they are mostly ideals to fostering a well managed, quality, long term fishery.

I also agree with this issue except for the max. sustainable yield(MSY). They should shoot for less than the max to allow for naturally occurring situations that would reduce the YOY biomass- ie. chemical or oil spills in the producer states or along the coast, or large fish kills from other sources. ronl
