Any tidal river during the right tide changes will offer practice but you need to wash the gear after and coastal winds make practicing a variety of casts limited (the point of practicing Spey is to go through the various situations for me and a strong wind in one direction forces the issue)
Southern MA is pretty much a no, Rhody - I will let Sean or others reply to that. I taught a class on a Rhody river last year and it was pretty good when they let water out of the dam but otherwise kind of low and slow. I'll see if I can remember the name, Art Burton fishes it a lot for trout.
