You need to change the leader for small flies.

The longer and more gradual the taper, the more "air brake" you get. I think you will be surprised

Make a few up for sacrifice to the concrete or football field gods. Use no fly, just use a longer more gradual leader. If it casts well without any fly, it will solve the whiplash problem.
