After right wingers lost the both chambers on Capitol Hill, there is definitely a chance to push the issue again.
This clueless president may accept the dams removal as a part of the deal which will give him some kind of legacy on different issues.
However pro-environmental Democrats on the Capitol Hill have to be alarmed about this issue. I believe Pelosi may be the right person, and American Rivers most likely will try to talk to her. Democrats can inject the language as a part of the next year budget, which can’t be filibuster. The amendment to remove such provision ( dam removal) can be easily defeated with an additional help of the Republican representatives from WA and OR.

Otherwise we have to wait until oilman and his master Cheney will leave the White House.
