You can try to remove the epoxy by heating it. A hair dryier works well a hardwood stick ( oak walnut) with an edge on it can be used to scrape the epxoy off and won't scratch the blank. It's not easy and if you over heat the rod you will comprimise it's integrity. Also works better on rods with a glossy finish vs. a sanded blank. NOT for the faint of heart!
If your epoxy is smooth and even or you really like the rod you might want to consider the overwraps.
