Question Rod Line Weights

Just read on another site, European, that a dual rated rod 7/8, 9/10 etc indicated that the lower weight was for DT lines and upper weight was for WF lines and that single rated rods 8wt, 9wt etc were for DT lines. If you were going to use WF lines you should go up one weight, in the case of single weighted rods. Is this just a European belief or is it true here in the "States"? Question probably answered someplace in the archives but I'm lazy and am looking for some insight from more experienced fly casters. Thanks
