Thanks for the reply.
The fly in the picture alongside the real sardine is great however Bob Veverka then refers to another fly, the East Cape Sardine, which is a variation of a deceiver.
The fly in the picture looks as though it has a body made from some sort of braided material.

I think that if it were possible to tie something like a gummy minnow that had a good action then that would be the answer.
