I've done best in three approaches - (1) stripping in for another cast, WHAM! (2) crack of dawn and dusk in lower river intertidal areas, or the first pools beyond the tide zone (3) tiny beadhead nymphs on super long leaders with light tippets on floating lines fished in stack pools.

(1) Happens a lot when there are silvers in the pool and I am fishing the tailouts for nervous steelhead

(2) I used to hit tidal water on the lower Green almost every day before/after work for years. I've also had big chinook slam flies in the wee hours too.

(3) Just go observe the beginner hole on the Kalama to see how this is done

Nothing like casting to feeders in the saltchuck tide rips though!
