I've seen it tied both ways, with turned out splayed cape feathers and turned in or out using saddle feathers.
I personally prefere the splayed look to my tarpon flies, using 3 feathers on each side, 2 black 1 red.
Getting the feathers to lay tightly against each other requires good quality skins, I use Whiting American.

When tying the "Black Death", are the hackles tied curving out or in? Thanks.
