Ammend 6 Issue # 5 - Planning Horizon
I did not realize the inpact of a one year plan. According to the data supplied in the PID there is a significant advantage to a 3 year managment plan. It seems the longer plan will allow the managers to assess all of the last three years of mortality and stock models, giving a better analysis of the situation. It appears to also be preferred by the individual states, allowing them to be more stable in their adjustments and regulations.
My concern is that if we rush into it and don't get the projections right, we will be dealing with the adjustment for another two years before a correction is made.
Any thoughts ? ?
