Here is a copy of a fly Lefty Kreh tyed this weekend and has started using this fly exclusively.. He indicated that it is a Poplovic creation and is not a "hollow" fly ,rather it is tyed with applying the bucktail on the shank in a 360 degree application . VERY light fly and he states that it hovers in between strips. The colar is chartruese.

Striblue,
Odd that you should post that one, as I tied a few up very similar to that last night that I was planning on submitting to the archive. Mine are a combination of Puglisi fiber (forget the exact name) bucktail, and midge flash, but tying it in that 360 helps increase the profile of the fly without adding a lot of "filler" material. Flies like that are great for three reasons: easy to tie, present the fish with a false impression of actual mass, and are inexpensive!
