Thats scary stuff Sean.

Lets all keep our eyes open and report anything unusual immediately.

Is DEP the right place to contact or is there some other agency?

I've not heard of anyone picking up a serious infection from the waters around our coast yet but there is some really nasty stuff in the oceans further South. Chesapeaks not that far away!

Check those small cuts before and after fishing and use a good antiseptic cream. Better to be safe than sorry.

Not good at all! I used to see lots of fish like that in the Hudson about 12 years ago. It seemed to affect everything, Catfish, Perch, Stripers etc. In the past 3-5 years I have not really noticed it. I'm catching more fish now than ever and not one fish this year appeared to have any external signs. ( I dont keep any so I could not tell you about their internal healt ).

Interesting they are saying this could be due to overpopulation.

This type of thing happens on some of our trout lakes out here. If the population is greater than an environmanet can hold disease can set in. Part of natures great balancing act I suppose.
