Last Tuesday, a proposal to allow a Russian processor ship to be moored between Monomoy and Nantucket was deflected by a few individuals and the MA Marine Fisheries Commission. This proposal, called a Internal Waters Permit (IWP) is allowed by the governor in some cases. The applicant wanted to load from US boats, herring and mackeral. They have also applied to NY state. This type of joint venture is usually done on a federal level, but since Pres Bush has frozen the renewal of the federal laws (CFR's) to reveiw possible Clinton changes, it forces the applicant to apply to the state.
Problems with the proposal are lack of responsible dishcharge regs, taking of forage fish, lack of economic benefit to MA com vessels, negative public perception etc etc etc.
MA MFC did not endorse the plan and recommended to Gov Cellucci to do the same. It is still up to him although he generally does what they say.

Bruce - would it help if we sent letters to Celluci urging that he support the recommendation to stop this? If so we can set up a form letter that only requires a click to send.
