I do not believe that there is only one answer to your question. Obviously you left out, for what application...stream, river, salt, fish etc.....but without regards to that...the answer is still impossible to give.
Everyone has their preference and the preference is based on one's own casting stroke...power they apply, speed, type of stroke, timing skills etc.
The only answer to your question is the following:
Go to a flyshop that sells many brands and types of rods....tell the propriator what kind of fishing you are planning to do and then try out a bunch of diffrent rods..brands, lengths, weigths and flexes (full, moderate, fast).......the "best rod" is the one that you feel most comfortable and successful with. Add to that the price factor you can afford and you will have purchased the right rod for you. The main variable is the one casting the rod....all the money in the world and having the Mercedes of rods will not in itself guarantee success. Put the crappiest rod in the hands of an excellent caster and the line still flies out better and further than 90% of the FF's out there:)
