Can you forward this alert to your steelhead and fishing allies? With the start of the new Congress, salmon and steelhead advocates are focused on generating support for a bill to authorize studies to understand the costs and benefits of the lower Snake River dams – as a first step toward developing an effective recovery plan. Here is an alert with some background information for you in order to call Reps. Jay Inslee and Adam Smith, and urge them to support legislation in Congress for studies examining the costs and benefits, including replacement costs, of the 4 costly lower Snake River dams. Please distribute far and wide!

I have also attached a pdf of Revenue Stream, the new economic analysis that finds that removing the 4 dams on the lower Snake River and replacing their limited benefits with alternatives will COST LESS AND GENERATE GREATER BENEFITS than trying to continue recovery the dams in place.

Salmon/steelhead and fishing groups and businesses are working hard to enlist NW members of Congress to support legislation to study the costs and benefits of the lower Snake River dams as the first step toward developing an effective salmon and steelhead recovery plan. The studies proposed for legislation include:

(1) A REVIEW OF THE SCIENCE: comparing the effectiveness of the current (failing) federal Columbia and Snake River salmon plan with a plan that would remove the dams and restore a free-flowing river.
(2) EXAMINATION OF THE COSTS TO REPLACE THE DAMS: the costs of replacing the dams’ current benefits with alternatives: upgrading the irrigation piping, replacing the dams' turbines with clean energy alternatives, and replacing the barging system with an an upgraded rail system.
(3) EXAMINATION OF THE ECONOMIC IMPACTS: what jobs will be lost and what jobs will be gained if the 4 dams on the lower Snake River are removed, and their limited services replaced in order to keep affected communities whole.

WHY DO WE NEED THESE STUDIES? Ongoing federal recovery efforts in the Columbia Basin have been a very expensive failure. We need these studies to develop good information that does not currently exist, so that Congressional policymakers/decisionmakers can make informed decisions about how to cost-effectively protect and restore endangered wild salmon and steelhead to the Columbia and Snake Rivers.

We are starting this legislative effort in Washington State with a focus on Reps. Jay Inslee and Adam Smith.

Dear Congressman,

I am writing to ask for your support in the new Congress for studies exploring the costs and benefits of the four costly dams on the lower Snake River in the Columbia River Basin.

For years, scientists have told us that restoring a free-flowing lower Snake River is the most effective way to protect and restore our endangered Snake and Columbia River salmon and steelhead to healthy, self-sustaining, and fishable populations. A recent analysis suggests that it also makes economic sense -- that removing 4 costly dams can mean lower recovery costs and greater regional benefits. With these remarkable fish still on the brink of extinction despite expenditures of more than $7 billion dollars in U.S. taxpayer and Northwest ratepayer money, we need your leadership to develop a salmon recovery plan that works.

As you know, the best public policy comes from the best available information. I urge you to support legislation in the new Congress that will undertake a credible, thorough and unbiased analysis--based the best available scientific and economic information--to examine the costs and benefits of the four dams on the lower Snake River including the replacement of their limited benefits with cost-effective alternatives. Congress must gather this data now as an important step toward understanding the issues and crafting a real recovery plan to restore this regional economic resource and national treasure in a way that works for both the citizens of the Northwest and the nation.
