Is it true that the yearly draws in British Columbia for "reserved waters" are open to residents of BC only,and that whatever is left over is then available for the outofprovince rifraf ?

That is not true. To my knowledge there is no water in BC in which residents must enter a lottery!

The only lottery is for the Dean River, this is for non-residents of BC only. If you stay at one of the lodges they have their own allotment of rod-days. BC residents are not restricted in Dean River access and are therefore not in competition for lottery spots.
